[BUG] the Arcane Devotion provide too many magic shield #403

Technical Specs (please complete the following information):

Describe the bug before: image image this magic shield is from the gear.

I have no idea if this is a bug, but I'd like to say that this talent affect so many build, especally the high damage but low health build, become more broken cus this talent make up for their drawback. I would appreciate that if you can rebalance this talent, thank you!
