This PR:

[x] Adds a description of validation metrics in tutorials/sbi.ipynb
[x] Reorganizes tutorial notebooks and updates associated READMEs
[x] Adds hyperparameter searches to tutorial notebooks
[x] Updates paper subfolders with updated code for paper revision
