Replace default group category permissions with category annotations #400

In future versions you can add rapla specific annotations to an arbirary  
usergroup category. This annotations add the special rapla permission to the 
group.
Instead of a group resource-registeres you will have a catgory annotation 
resource-registerer which you can asign to each group you want to have the 
permission.

This annotions will server as special group permissions. 
Planned annotations

- admin
- resource_registerer
- can_see_events_from_others
- can_save_preferences
