Safe Auth Deploy Bucket and Docker Build #129

Hi Stephen,

This creates a deploy bucket for safe auth and also updates the docker-slave role to pull the build container for the slave.

There's also an extra commit to provide an ID for the safe vault slave, which should have been done a while ago. I've cheated a bit by manually updating Jenkins with this vaule, but this commit will get it in sync with the automation.
