Windows Slaves Not Re-provisioning Correctly #82

There seems to be an issue with the slave service starting when the environment is re-provisioned. I'm not sure yet if this can be reliably reproduced. Going to investigate on my current PR.

I seen it on Calum's staging environment and also seen it on a prod update.
