bump libsodium to 1.0.17 #101

hmm, i only updated 2 of the 3 hashes and all the tests on CI passed... that's bad >.<

looks like 1.0.17 is now required because 1.0.16 for windows seems to have disappeared upstream

The rust_sodium crate is no longer maintained by MaidSafe, you should check whether it is actively maintained on Subspace as per the readme, or switch to a modern alternative.
