I would prefer to start with no file open in GitHub Codespaces.

It is not possible to override workbench.startupEditor in workspace settings, see https://github.com/microsoft/vscode/issues/78604. Setting workbench.startupEditor to none in user settings does prevent the README from getting opened in GitHub Codespaces.
