Suggestion, Implement Issue Template for Github #1657

I would like to suggest we add an issue template like what is found for gitea: https://github.com/go-gitea/gitea/issues/new

A lot of issues raised are better suited to the forum where users would find better support for their issues.

Below is an example, I am interested in comments and changes.

I think this is a good idea also but alongside this more frequent culling of issues and pull requests is necessary.

There are currently many excellent pull requests for the project which add often requested features to MIAB but they have been left open giving users hope that one day they will be implemented. If your first statement here is true (that new features are no longer welcome) then these pull requests should be closed with a link to the README. The README should contain a prominent statement of the fact that MIAB is in effect in maintenence mode and that no further new features are being considered. This would encourage other users to start forks of the project with their new features rather than giving them false hope that one day their PR will be implemented. Incidentally, does your suggestion to implement an issue template break the statement that no new features will be added? :)

Similarly there should be more ruthless and regular closing of issues - users can be bluntly pointed to the forums if an issue is more suited to that or closed with a link to a "how to submit an issue" page. Old issues where there have been no responses for a long time after asking the issuer for further information should also be closed as the issuer has likely given up or resolved it themselves if they are no longer participating.

I like the way youtube-dl handles all this.
