What is responsive in the responsive templates #49

What is responsive on the responsive templates? If I open one of the responsive templates and resize my screen nothing ist adapt if I get smaller than the normal width.

For the life of me I cant figure out why it behaves that way. Really would love to know whats going on here as well.
