Reconsider the warn feature in policies #1

This feature should probably be dropped: warning users that a server is having issues or that their escrowed secret has been deleted.

The feature breaks anonymity if used. It's also hard to explain and a bit confusing, but also likely to just not work in many cases where users would like it to work (server/admin failure which takes the warn= database with it).
