How much would it cost if we moved to a pay plan? Is it $9 x member x 12 months?
Not sure, but as @SaraSmiseth suggested I think we should look for a free option which github containers may provide

All customers who upgraded to a paid subscription will automatically receive a full refund for the transaction in the next 30 days, allowing them to use their new paid subscription for free for the duration of the term they purchased.
