Additional paragraph added to Reviews section to clarify the role, the need and responsibilities of the resolver more. I see that there is an avoidance to elect or take the role of the resolver in our team effectively, so this paragraph is needed. Of course calling a resolver is the last option but we shouldn't prevent people from calling a resolver if people get blocked for various reasons, so I think this paragraph is very useful and encourages people to call a resolver since people won't doubt whether its a good idea, a better clarification is made.
