This PR provides some general cleanup for Maistra.io. Among changes:

Fix broken links to bookinfo content.
Rename getting started to install
Promoted documentation to being a top level detail instead of under a menu that's collapsed by default.
Removed unused DRAFTS directory
Clean up formatting on TOC list
Hide hidden docs in TOC list
Fix blank TOC pages.
