ad suppliers are requiring that web properties place a file ads.txt in the public_html root folder. This is a text file with multiple lines in it.
if this file exists, the plugin should open it and allow the user to edit the contents of the file.
if the file doesn't exist, the plugin not automatically create the file.
if the user presses 'create file', then the plugin should create the file if it doesn't exist and provide a text box the for user to cut/paste entries.
