Setup wizard CSS is loaded on every admin page #650

This is causing a conflict with WooCommerce Square onboarding link. This should either be a separate stylesheet only loaded on the actual Mai Setup Wizard, or the CSS in admin.css should be scoped to our setup wizard only.
