Repo browser does not show nested externals

if an external is set up in a subfolder like this:

sub/ext http://server.com/svn/branches/b1
or even
sub/sub/ext http://server.com/svn/branches/b2

and the folder 'sub' is not versioned, then the repository browser fails to 
show those externals because the 'sub' folder does not exist, and there's 
nowhere to attach the external folder to in the tree.
