when replying TON in TP-DA is changed from international to national #187

What steps will reproduce the problem?
1. 3gpp.sms message arrived to Boghe.
2. Sender is correctly indicated to be international incoming message.
3. Boghe displays sender's number without "+".
4. When replying to such message in binary format destination address is 
encoded with TON=national instead of international. This makes the message 
undeliverable.

What is the expected output? What do you see instead?
TON in TP-DA should not be changed.

What version of the product are you using? On what operating system?
2.0.153.836
