Add VSCode settings pkg. #81

This PR add a package to the Makefile suit to generate VSCode settings. The settings so far are generated for the vscode-proto3.

PROTO_PROTOC_PATH is now used in https://github.com/make-files/makefiles/pull/81/commits/46d4a21ee1156f9ddf2705c09cc00e1f9c2d53bb instead of the local variable.
