[WIP] Undo Windows specific web bluetooth overrides #77

This PR should allow Windows 10 computers to use the same web bluetooth-based Muse connectivity that Mac and Linux computers enjoy now. There's the potential that this might improve Muse data drop performance on Windows, but more significantly it will simplify the connection code and the app's dependency requirements.

[ ] Test on Windows machine
[ ] Compare to noble-WinRT-based performance
