WIP: Add GitHub actions workflow #23

This adds a GitHub Actions workflow, which builds occ_faceter and runs the tests.

(It unnecessarily also includes the two commits from the "Use correct branch in Dockerfile" PR, so I have marked it "WIP", and will update that once the other PR is merged.)
