Add full documentation for the makedeb PKGBUILD spec #1

While the PKGBUILD spec between makedeb and makepkg is largely similar (due to makedeb actually using makepkg itself), it would be nice if a spec could be written from scratch, especially now that makedeb uses a makepkg fork where changes are able to be completely controlled.
