Document when the MPR is inaccessible #6

The servers running the MPR currently go offline for about 5 seconds every half hour (on the hour, so 2:00 and 2:30 as some examples). This can be problematic for users using automated systems, as it means they might occasionally error out due to failed requests not caused by the client.

Until a better solution can be made, it would probably be wise to document this behavior so users can modify their applications accordingly.

No one's complained in a bit, so we'll hold off on this for the time being.
