Changes in this PR:

Moved config to a single file, now located at /mprweb.cfg.
Dropped Sqlite support (also removed some matching unit tests).
Removed Tests from Docker Compose setup, now lives in /toast.yml for use with Toast.
Prevent any containers from needing to modify the config file.

Due to how much is being changed in this PR, I think I'm gonna schedule some downtime for this before it gets merged, just to prepare for something breaking.
