pages that should be on wiki not main site? #39

I agree. Those look like wiki things to me.

I've made a wiki page from the mailing-list-guidelines (with a few changes).

updated link to mailing list guidelines to point to wiki (commit da1fdb2ded20cbd52f9b60831ae8dac91504ef23) then deleted the pages (commits 308f367efbc948cf9165e50ade02c27248140969 and 87de944c76924b3c9ef973260e80ead00835e993)
