Currently requirements.txt will point to the latest version of a python package. We should nail down recommended versions for each required package.

@roy-stewart : Thank you for working on this topic. Though I think that commit got slightly to extreme in regard of the minimum required version for Python packages. I decided to set the versions to those on my recent Ubuntu and will close this ticked, now. If anyone encounters problems with a specific package version and thinks the requirements should be changed, the ticked can always be reopened.
