Fix dependency install doc for Debian.

The command "pip install PyQt5" output: ERROR: Could not find a version that satisfies the requirement PyQt5 (from versions: none) ERROR: No matching distribution found for PyQt5

Specifying the use of pip3 and the Qt version resolve the issue.
