It's the first I hear about that addon. That I'm listed as an author in the source file is probably a copy/past thing from another addon.
But to answer the question: Yes, it'd be possible to develop such a plugin, but the results would be approximate at best. The base mesh does not contain enough geometry for the finer details. In order to get a recognizible face, you'd have to combine the produced mesh with a texture and a normal map, and producing such is a bit outside the scope of what MakeHuman does at the moment.
Since this is an enhancement idea, It would be great to be able to create the 3D mesh from an image of a face
