[WEB-1716] chore: sidebar improvements for guests/viewers #4941

Improvements:

  1. Updated the Add project button UI.
  2. Show Favorites and My projects accordion chevron to guest and viewers as well.
  3. Show the New issue button to guests and viewers as well.
  4. Store the open status of workspace menu in local storage.
