PID Auto tune not tuning, big temp swings on hotend heater #17

I've run M303 S200 C5 and M301 P<x.xx>Y<x.xx D<x.xx> several times to try and get a good tune but the best I get is:

E0 temp fluctuates by several degrees. Oddly the bed heater seems steady. This happens in both Marlin and MK4duo so I would guess it's a hardware problem not a configuration problem. I've read that adding a capacitor can fix this issue https://www.youtube.com/watch?v=qCtL0Yd_w0I would this fix this issue?

it looks like this has been resolved in the latest Marlin 2.0 bugfix
