SC-3948: adds ZRX-A collateral #30

This commit adds the ZRX-A collateral for auction.

DO NOT merge unless the following happens:

[x] weekly executive for 2020-06-26 is passes
[x] pymaker changelog PR is merged
[x] the auction-keeper is upgraded with the new pymaker
