added scripts for rinkeby and ropsten deployment #74

just copied kovan script to ropsten and rinkeby scripts

Closing this PR as new script will have only one entry point and allow to pass custom config file via param. So this script will be able to run for any network. We can discuss later to add default config files for other testnets.
