Add ESM #35

@gbalabasquer do you think we should test voting out an ESM and voting in a new one, and try firing the old and the new?

Not sure it's needed, as it's actually more related to the End's permissions than anything else, and that should be unit tested in End itself.

@asymmetric I think it is just fine how it is. We don't need to complicate it anymore for now.
