Renaming applied. A few changes from suggestions: ProposerHistory to ProposerDayAmount as it doesn't save a history but a counter of the last day.

maxProposals to maxProposerAmount as I prefer to make it a bit more specific. Regular users can only do one proposal per lock period, but we might change that.

I'm going to merge it, if there is any other name changing to do, we can do directly on master.
