Add one-time payment support to the Tap #16

In addition to a streaming rate the Tap should have an initial payment amount. Can be used for one time payments only or some initial payment followed by streaming. This seems to be a common use case, so probably better to include it instead of manual spell payments.

On second thought this should actually just be added to dss-exec-lib.
