Install instructions don't work for mcd-cli #19

The install instructions are consistent across many sources, but they aren't working.

$ dapp pkg install mcd

Already up to date.

error: attribute 'mcd' in selection path 'mcd' not found

mcd-cli is under development due seth changes that is why it was removed from dapptools. There is not deadline to have it working again yet and probably when it is, it will be running as a standalone cli tool.
