We have separated the changes into PRs for MIP102c2-SP25 (https://github.com/makerdao/mips/pull/1054) and MIP102c2-SP26 (https://github.com/makerdao/mips/pull/1055) so that they may be polled and merged separately. We will close this PR to prevent any confusion.
