Adds starknet tests.

This is slightly different from https://github.com/makerdao/spells-goerli/pull/87 in the core tests. After discussing the architecture with Starknet CU the Core Contract is out of their scope. We should still track it and include it in our changelog, but the implementation is changing frequently and it doesn't make sense to track. We'll need to backport this change to goerli later.
