Misleading comment in `testNewChainlogValues`

The issue stems from this comment on the spell test file.

TL;DR:

• In many instances like 2023-01-11, 2022-11-12 and 2022-11-02 this test would be disabled if not explicitly required.
• Apr 28th 2023 spell changed the comment
• The comment was confused with a directive to do not disable that test
  • I was one of the reviewers of that spell and I completely overlooked that the comment was changed
    • Probably I just noticed the visibility of the function had changed and validated its content.
  • In retrospective, it can certainly be interpreted like that, so it's not the following spell crafter's fault to not have it cleaned up.
• Spells 2023-05-10 and 2023-05-17 carried that test over, but since nothing was added to the chainlog, it was just checking its version.
• However, the chainlog version is already checked in another test.
• I managed to trace it back to Goerli actually.
  • The issue is that Goerli currently does not check for the version in src/test/config.sol the same way mainnet does.
