Serial communication between Pi and Arduino #20

In branch v3, the code has not been fully updated to allow the Pi to take control of the arduino servo positions and suspend random animations from the arduino.

Impact: The face tracking will not function, or any animations initiated from the Pi.

Additionally, the battery monitor is not implemented in code, although the code for v2 is in place on the Pi.
