Node Configuration Query #1

Shouldn't the "Node Configuration Query" respond to broadcast by "Yes?"

It also looks "Node Configuration Set" is intended to be a respond Yes based on the table showing request/response.

My misunderstanding of what the broadcast column means. A node responds to all node specific message (with the pseudo exception of the Node Report Command.)
