Add makerspace tour as a separate task from labaccess signing #287

Why

Make the makerspace tour a mandatory part of the introduction of new lab members

What

Add a column for the member entry that stores what "datetime" a person took the membership tour
Update the key handout page to accomodate for this change
Only synchronize keys for members who have both taken the tour and signed the contract

Rationale

This way we can let members sign the contract without having went the tour and vice-versa.

If they sign the contract when registering, this is equivalent to just repurposing the current labaccess_agreement_at as actually meaning "took the makerspace tour at this date".
