PyTest wring out #57

@tjoneslo griped about me not using the same test runner as him, namely pytest.

This should hammer that problem flat, by providing a basic pytest.ini file that pulls in all existing test directories and runs their contents.

@tjoneslo , this is now good to merge - the actions have been running on my repo so far
