Concourse v3.6.0 support #3

Concourse now requires PostgreSQL v9.5+. If you're already up-to-date, you've got nothing to worry about.

If you're using the BOSH release, and have already followed the instructions in v3.5.0, you're all set.

The problem with cloufoundry/postgres-release is that some releases contain multiple versions of postgres (for upgrade purposes). For example v18 ships 9.4.9 and 9.6.3.

I'm not sure if this release is still needed.

Because postgres does not come with concourse now, i'd use https://github.com/cloudfoundry-incubator/backup-and-restore-sdk-release
