Allow event owner to create new event contract #99

So that it's a lot easier to organize more events without Makoto's involvement.

This is one of the most requested features but need to have some thoughts on the following topics.

Should anyone be allowed to create or limited to certain people (eg: people who have participated to BlockParty before)?
Should the feature be free or charged (if charged how much)?
How to handle the case if an event owner behaves dishonestly (eg: event owner does not check in some participants even though they did turn up).
