Duelist player can hit other player in non PvP places #27

What steps will reproduce the problem?
1. Must using Genetic / Shadow Chaser
2. @duel
3. @invite Someone
4. Someone accepted duel invitation
5. Now, Genetic can use skill 'Sling Item' (this skill only) to another player 
(no duelist) and hit them, even kill them.
6. If using Shadow Chaser, the Shadow Chaser using skill Shadow Form and other 
Someone hit Shadow Chaser, the damage spread to other player that not in PvP 
state (ex. Vending, etc)

What is the expected output? What do you see instead?
PvP via @duel can only hit @duel player.

What version of the product are you using? On what operating system?
r601

Please provide any additional information below.
Only Sling Item Genetic & Shadow Form Shadow Chaser can make duelist kill other 
player...
