Migrate to Bevy 0.13
Fix some CI issues
Fixes compilation issues on Arm64 due to new version of Glam being upstreamed to Bevy

It appears the version of Glam which fixes non-SIMD platform inconsistencies has been upstreamed into bevy meaning this fixes https://github.com/makspll/bevy_mod_scripting/issues/70
