Added & documented Docker support #67

Created Dockerfile, docker-compose & override
Migrations are now read as text instead of bytes
Added optional ip environment variable

The current install uses gunicorn to run to avoid relying on the flask dev server in a production setting. I definitely like the containerization, especially for dev, but if you have a bit of time, would you be able to either:

take a peek at flask+gunicorn and see about that as an option for the prod target (I think gunicorn can bind to a tcp port rather than just a unix socket), or
change the scope on this for dev only for the time being

Oh absolutely! It might be possible to have our cake and eat it too, wherein the default docker-compose runs a production ready server and docker-compose.dev.yml allows for a smaller, dev-centric environment
