[feat] Create componenet to select year as a dropdown #2

The dropdown component must also automatically update so that if the current year is 2025 for example, the website will automatically sync with that as well

The page for this will be added in the figma by this coming Monday, it doesn't currently exist but you can for now just focus on adding the buttons as best as you can without regards to the styling
