[feat] Create Page that Once Year is Selected, Show More Buttons of Available Data to Route To #4

The page will show buttons in a column of Data Available for the user to route to. Those buttons will eventually route the user to that data in the form of a table to be viewed and edited.

The page for this will be added in the figma by this coming Monday, it doesn't currently exist but you can for now just focus on adding the buttons as best as you can without regards to the styling

I've the repo and the structure for the app hasn't been created yet. Are we using TS or JS?
