Admin and Testing utility #707

Many of the bungeni management and customization tasks require interacting with 
the command line or editing configuration files.

Some of these aspects can be wrapped in a utility with a user interface shell 
for use by an admin or someone testing customizations.

The different areas that this admin utility could cover are :

 -- Running updates on the system 
 -- Taking backups of the system database
 -- Editing configuration documents

Most of these will be simply ui wrappers on fabric actions.
